Greater Los Angeles
Los Angeles, CA
A city of overlays: hillside and floor-area limits, historic districts and very high fire hazard zones decide what a lot can hold. It also has the heaviest transfer tax of any West Coast city once Measure ULA applies, and its own fast-track rules for rebuilding after the January 2025 fires.
💡 Upside tip
Run the parcel through ZIMAS before valuing any addition: it shows hillside and floor-area overlays, historic zones, fire hazard status and whether rent stabilization applies. Also check the price against the Measure ULA threshold ($5.4M), because a sale just above it owes 4% on the entire price.
Offers & competition
California purchase contracts default to 17-day investigation, appraisal and loan contingencies, which are often shortened or waived in competitive Los Angeles neighborhoods. Escrow typically runs about 30 days.
Closing & who pays
Escrow and title companies close sales; no attorney is required. In Southern California buyer and seller customarily split the escrow fee, and in Los Angeles County the seller typically pays the county transfer tax and the owner's title policy.
Transfer taxes
Every City of Los Angeles sale pays 0.11% county plus 0.45% city tax. For sales closing after June 30, 2026, Measure ULA adds 4% on the entire price from $5.4M and 5.5% from $10.9M, so a $5.5M sale owes about $250,800 in total versus about $30,200 at $5.39M. ULA applies only inside city limits, not in Beverly Hills or Santa Monica.
Seller disclosures
Statewide California rules apply: the TDS, the Natural Hazard Disclosure (NHD), any Mello-Roos or PACE notice and the agent's AVID. Homes built before 2010 in high or very high fire hazard zones also need a fire-hardening disclosure.
What you can build
Hillside (BHO) and floor-area (BMO) rules, historic preservation zones (HPOZs) and specific plans limit size, and all are mapped in ZIMAS. The city and county suspended SB 9 in Very High Fire Hazard Severity Zones, and SB 1123 small-lot subdivisions are barred in high and very high fire zones. Palisades Fire rebuilds may go up to 110% of the prior footprint and height with no public hearing.
Permits & records
Permit history is searchable through LADBS building records, and ZIMAS shows the parcel's zoning and overlays. The Mayor's office reports Palisades rebuild permits moving about 3 times faster than pre-fire norms, with more than 70% of single-family clearances removed; no official 2026 median for ordinary projects was found.
Property tax
Prop 13 resets the assessed value to the purchase price with increases capped at 2% a year; with voter-approved bonds and special assessments, effective rates are typically about 1.1% to 1.3%. A supplemental bill follows the purchase.
Rent rules
The Rent Stabilization Ordinance (RSO) covers rental units in buildings with a certificate of occupancy before October 1, 1978, with city-set annual increases, just-cause eviction and relocation payments; removing units requires the Ellis Act. Newer rentals fall under state AB 1482 (5% plus CPI, 10% maximum). ZIMAS flags whether a parcel is RSO.
Key risks
Wildfire dominates: insurers have pulled back, and the California FAIR Plan is the last resort. Most of the Altadena neighborhoods burned in 2025 were outside state high-risk fire zones, so the maps can understate exposure. Hillside landslide, liquefaction and fault zones, methane zones and soft-story retrofit requirements for older wood-frame buildings also apply.
⚠ Still verifying
The November 3, 2026 ballot carries two Measure ULA carve-outs (new multifamily buildings for 10 years and Palisades fire victims); results come after this update. ULA thresholds are indexed yearly and sources disagree on prior-year figures. Hillside, floor-area, HPOZ and RSO details, the current RSO allowable increase, and Southern California closing-cost customs come from background knowledge and need confirming.
